Eligibility Requirements

  • Citizenship: Must be citizens and current residents of Papua New Guinea, Solomon Islands, or Vanuatu.
  • Education: Must hold a four-year bachelor’s degree with a strong academic background.
  • Professional Experience: Minimum of five years of professional work experience.
  • Leadership: Must demonstrate leadership qualities through volunteer experience and community involvement.
  • Language: Excellent English communication skills are required.
  • Recommendations: Three letters of recommendation (one from a professor and two from employers recommended).
  • Essays: Two application essays - a professional development plan and a personal statement.
  • Commitment: Must be committed to returning to their home country and applying the fellowship experience professionally and in public service.
  • Preference: Given to applicants without extensive or recent experience in the U.S.

Ineligibility Factors:

  • Those without a bachelor’s degree.
  • Dual U.S./ Papua New Guinea, Solomon Islands, and Vanuatu nationals.
  • Individuals with a spouse, parent, fiancé, or child over 18 who is a U.S. citizen or permanent resident.
  • Those with pending immigration applications.
  • Employees of any U.S. government agency (U.S. Embassy, USAID, CDC, DOD).
Fellowship Program Restrictions:
  • No Dependents: The fellowship is for the recipient only; dependents are not supported.
  • J-visa Requirements: Recipients must return to their country of citizenship for at least two years after the fellowship, as required by the J-visa regulations.
