About the Organisation

The Civil and Identity Registry (CIR) administers civil and identity registration for citizens and foreign nationals living in Papua New Guinea. The organisation aims to establish a complete registration system to ensure legal identity for all and improve access to essential services.

The National Identification (NID) Project supports Sustainable Development Goal (SDG) Target 16.9, which focuses on providing legal identity for all, including birth registration.

Position: Mobile Registration Officers

CIR is currently recruiting motivated and energetic recent graduates to join its team as Mobile Registration Officers.

Key Responsibilities

• Conduct pre-registration for applicants
• Verify and process completed registration forms
• Scan and digitise registration documents
• Capture biometric data (facial photos and fingerprints)
• Perform data control listing and validation
• Export data from Mobile Enrollment Units (MEUs)
• Upload data to the central CIRS system in Port Moresby
• Follow up on client queries
• Re-capture poor-quality biometric images

Selection Criteria / Requirements

• Degree, Advanced Diploma, or Diploma from a recognised institution (IT field is an advantage)
• Must be a resident of the preferred location
• Strong computer literacy and knowledge of software applications
• Good teamwork skills and professional conduct
• Knowledge of PNG provinces, districts, LLGs, and wards
• Physically fit and in good health
• Age between 20–26 years
• Must provide Police Clearance
• Must provide Medical Certificate
• Willing to work late hours and weekends
