Assistant Program Officer – JICA Papua New Guinea Office

Salary: Approximately PGK4,000 per month, depending on qualifications and experience

About the Opportunity

The JICA Papua New Guinea Office is inviting applications from suitably qualified and experienced candidates for two Assistant Program Officer positions.

Both positions will support project management, project formulation, stakeholder coordination and office administration. Applicants may indicate their preference for Position 1, Position 2, or both positions in their application essay.

Position 1: Assistant Program Officer – Infrastructure, Environment and Climate Change

Key Responsibilities

  • Support the implementation and administration of JICA projects in infrastructure, environment, climate change and related sectors.
  • Liaise with government counterparts, implementing agencies, development partners and international organisations.
  • Conduct local procurement of goods and services in accordance with JICA regulations.
  • Support JICA PNG outreach activities through social media and the JICA website.
  • Assist with loan project monitoring, including disbursement and repayment management.
  • Collect and analyse policy, economic and sector information.
  • Participate in meetings with government agencies and development partners.
  • Coordinate meetings and information exchange with stakeholders.
  • Provide executive support to the Chief Representative and Senior Representative.
  • Assist with general office administration, correspondence and accounting, including payment processing.
  • Support visa and passport-related procedures.
  • Coordinate capacity-building programs for National Staff across the Pacific Region.
  • Promote sustainability initiatives within the JICA PNG Office and among external stakeholders.
  • Perform other duties as assigned.

Position 2: Assistant Program Officer – Electricity, Governance and ICT

Key Responsibilities

  • Support the implementation and administration of JICA projects in electricity, governance, ICT and related sectors.
  • Coordinate communication with government counterparts, implementing agencies, development partners and international organisations.
  • Conduct local procurement in accordance with JICA regulations.
  • Support outreach through social media and the JICA PNG website.
  • Assist with loan project monitoring, including disbursement and repayment management.
  • Collect and analyse policy, economic and sector information.
  • Participate in meetings with government agencies and development partners.
  • Coordinate stakeholder meetings and information exchange.
  • Provide executive support to the Chief Representative and Senior Representative.
  • Assist with office administration, correspondence, accounting and procurement.
  • Manage office assets and equipment.
  • Provide ICT support within the office.
  • Support visa and passport-related procedures.
  • Lead and coordinate public relations activities, including media engagement and social media.
  • Perform other duties as assigned by the Chief Representative.

Qualifications and Requirements

Education

  • Bachelor's degree or higher.

Work Experience

  • More than three years of relevant experience in project management is preferred.
  • Overseas study experience is also preferred.

Technical Skills

  • Good computer skills, particularly in Microsoft Windows and applications such as Word, Excel and PowerPoint.
  • Ability to prepare summaries and minutes of meetings and committees.
  • Strong organisational and administrative skills.

Interpersonal and Communication Skills

  • Ability to work effectively with staff from different cultural and national backgrounds.
  • Ability to work collaboratively as a constructive team member.
  • Good oral and written communication skills in English and Tok Pisin.

Other Business Skills

  • Ability to manage multiple tasks within required work schedules, follow instructions and work according to standard business practices.

Other Employment Conditions

  • Supervisor: Designated Japanese Staff and Senior National Staff.
  • The position may require overtime and weekend work when necessary, including for ceremonies and meetings.
  • Business travel outside Port Moresby may be required.
  • The successful candidate will undergo a six-month probationary period from the commencement date.

Salary and Benefits

The salary will be determined based on the applicant's qualifications, knowledge and experience and is expected to be approximately PGK4,000 per month.

  1. CV with a photograph (waist-up and without a hat).
  2. Certificates of degrees and relevant training.
  3. References from a maximum of three organisations or persons.
  4. Resident Registration Certificate, Certificate of Identity or similar identification document.
  5. Police Character Reference.
  6. Medical Certificate issued within the last six months.
  7. A short essay of no more than 250 words explaining the reasons for applying for the position. The essay should be on one A4 page, using 12-point Times New Roman font.
