About the Role

The United Nations Development Programme (UNDP) is seeking a highly skilled Monitoring and Evaluation Specialist to join our team in Port Moresby, Papua New Guinea. This role will support the implementation of the Sustainable Financing of Papua New Guinea’s Protected Area Network (SFPNGPAN) project, which aims to strengthen the government's ability to manage protected areas and implement conservation policies.

The successful candidate will work under the direct supervision of the Programme Manager (Head of BCF) within the Biodiversity and Climate Fund (BCF) secretariat. The position offers an exciting opportunity to contribute to transformative environmental and development initiatives in Papua New Guinea while working with a global leader in sustainable development.



Key Responsibilities

  • Design and implement monitoring and evaluation frameworks, systems, and tools aligned with UNDP policies.
  • Provide technical advice on results-based management (RBM) and ensure compliance with corporate programming standards.
  • Lead coordination of monitoring, reporting, and evaluation activities for the BCF programme.
  • Identify implementation challenges and recommend corrective measures to ensure smooth operations.
  • Organize monthly M&E meetings and prepare regular reports for the Executive Director and BCF Board.
  • Oversee data collection, including baseline and end-line surveys, feedback mechanisms, and performance measurement tools.
  • Support capacity-building initiatives and facilitate knowledge-sharing on M&E practices.
  • Collaborate with stakeholders, including government counterparts, development agencies, and civil society organizations.
  • Contribute to planning and executing learning events, networking opportunities, and advocacy initiatives.

Qualifications and Experience

Education:

  • Advanced university degree (Master’s or equivalent) in Development Studies, International Relations, Management, Economics, or a related field.
  • A Bachelor’s degree with two additional years of relevant experience may be considered.

Experience:

  • Minimum of 5 years (with Master’s) or 7 years (with Bachelor’s) of professional experience in monitoring and evaluation roles within NGOs or international organizations.
  • Proven expertise in interpreting data for reporting and managing M&E processes.
  • Experience working on internationally funded projects and engaging with diverse stakeholders.
  • Familiarity with PNG’s development context and challenges in monitoring and evaluation.
  • Knowledge of UNDP policies and procedures is an advantage.

Technical Skills:

  • Proficiency in Microsoft Office, web-based management systems, spreadsheets, and databases.
  • Strong understanding of RBM frameworks, methodologies, and tools.
  • Ability to design and conduct training sessions on M&E and data collection methods.

Languages:

  • Fluency in English and Tok Pisin is required.
