The Papua New Guiena Civil Aviation Safety Authority’s (CASA) primary function is to conduct the safety and security regulation of civil air operations in PNG. CASA performs the following regulatory functions:
- develop, establish and promulgate safety and security standards
- monitor adhere to safety and security standards
- conduct comprehensive aviation industry surveillance
- issue, suspend and revoke aviation documents
- promote safety and security in the civil aviation system by providing safety and security information through education programs
To promote the highest level of aviation safety and security in PNG, CASA seeks to recruit a qualified, experienced and skilled person to immediately fill the positions below.
1. Manager Finance and Administration
Reporting to the Executive Manager Corporate Services, the Manager Finance & Administration will play a critical role in ensuring the prudent and transparent management of funds to support the operations of the Authority.
The following are mandatory requirements:
• Degree in Financial and Management Accounting,
Commerce, Business Management or equivalent.
• CPA-PNG registered
• Minimum five (5)years proven experience in but not
limited to financial management, reporting, budgeting
and expenditure control.
• Five years’ experience at Management level with proven
track record
• Knowledge in GovernmentFinancial Management System.
• Knowledge of Business and Operations of CASAPNG.
• Knowledge in Financial Management Act
• Finance & Managementskills.
2. Flight Crew Licensing Inspector
Reporting to Manager Personnel Licensing, the Flight Crew Licensing Inspector must be able to assume responsibility and accountability on regulatory standards and oversight on regulated civil aviation stakeholders. The FCLI is responsible for the review and development of Standards and Procedures consistent with Civil Aviation Act, CARs and ICAO and ensures proper awareness is conducted to promote compliance by operators on suspension ,revocation and conversion of License's through the process of independent Licence verification requestsin accordance with setstandards.
The candidate we seek to appoint must possess the following mandatory requirements:
• Hold a valid perpetual CASA PNG Commercial or Airline
Transport Pilot Licence
• Hold a valid Foreign ICAO States Commercial or Airline
Transport Pilot Licence
• Possess more than 5years flying experience or minimum
of 1500 flying hours
• Have experience in safety management systems, human factors and accident/incidents investigation
• Preferred competencies assessment and/or training
experience, qualifications and knowledge
• An understanding of the requirements for safe air
transport operations, including large and/or complex organizations
• Highly motivated and ability to work with minimal
supervision and the flexibility to handle change and prioritize work
• Core Microsoft OFFICE Suite and email user
• Skilled in written and oral communication
• An understanding of the correct implementation of practices and procedures in the achievement of enforcement of the Civil Aviation Rules
3. Licensing Officer
Reporting to Manager Personnel Licensing, the role of the Licensing Officer is to assist the Licensing Inspectors in the issuance of Licenses through the process of assessment, evaluation and validation using the specific license category checklists to ensure compliance and conformity to ICAO Annex,
CARs and CASA Policies and Procedural manual;
The following are mandatory requirements:
• Holds a Certificate or Diploma in Business Management or holder of appropriate aviation documents
• Have experience in safety management systems, human factors and accident/incidents investigation
• Preferred competencies assessment and/or training experience, qualifications and knowledge
• An understanding of the requirements for safe air transport operations, including large and/or complex organizations
• Highly motivated and ability to work with minimal supervision and the flexibility to handle change and priority work
• Core Microsoft Office Suite and email user
• Skilled in written and oral expression
4. Finance Officer (Budget/Debt Collection)
Responsible for effective running of all Financial and Management procedures in ensuring that CASA meets its financial compliances and obligations under Public Finance Management Act, CASA Finance Manual and other statutory financial regulatory Acts. The Branch is responsible to carry out designated responsibilities in ensuring that financial services are provided to all staffs, clients, and stakeholders for ensuring the aviation industry in PNG complies with safety standards as required under CA Act, CAR and ICAO SARPs.
The outcome of the work will enhance better and timely decision making by management on financial issues and also improve the authority’s overall regulatory responsibilities.
The following are mandatory requirements:
• Degree in Accounting or other relevant tertiary qualifications
• CPA Accreditation
• Five (5)year’s extensive experience with proven track record on the similar roles
• Knowledge in the Government Budget Process
• Knowledgeable in relevant computer and software accounting applications
• An understanding of relevant public legislation, policies and procedures
• Computer skills including the ability to operate computerized accounting, spreadsheet and word-
processing programs
• Proficient in relevant computer and software accounting applications
• Computerized accounting programs
5. Legal Officer
Reporting to Manager Legal Services, the Legal Officer will be responsible for providing legal advice and guidance on all regulatory matters and take appropriate enforcement actions to ensure the participants and stakeholders within the civil aviation system comply with appropriate legislations and regulations.
The candidate we seek to appoint must possess the following mandatory requirements:
• Degree in Law and admitted to the Bar
• Hold a current Legal Practising Certificate
• Five (5)years legal practicing experience preferably Corporate or Regulatory environment
• Knowledge of the Government System
• Knowledge of the Aviation Industry
• Ability to communicate well
• Organizational skills
• Interpersonal skills, such as; integrity, diplomacy, adaptability and transparency
